Rental prices
On average Batumi is 10-15% cheaper than Tbilisi, but that average is deceptive. In summer Batumi prices jump by 50-100%: the city lives on tourism and landlords prefer daily rentals. Tbilisi is the business capital: offices, coworkings, the IT crowd, every embassy and bank. Batumi is the remote-worker city: if your job lives in a laptop, the sea outside the window beats traffic jams. Internet is fine in both, Magti and Silknet fiber handles video calls without a hitch.
Climate: the big difference
Batumi is subtropical: mild winters (+8...+12°C), but from November to March it rains, humidity is high, and unheated apartments get damp and moldy. Sniff for dampness at viewings, it is a Batumi classic. Tbilisi is drier and more contrasting: up to +38 in summer, around zero in winter with snow once a year.
Infrastructure
Tbilisi has a metro; Batumi can be crossed by bicycle in half an hour. Schools, clinics, kindergartens: Tbilisi's choice is several times wider, which matters with kids. Groceries and cafes cost about the same, but half of Batumi's venues close off season.
Housing stock
Batumi is built up with new sea-view towers, and a renovated new-build is easier to find than in Tbilisi. The catch: many "residential complexes" are apart-hotels where half the building is empty in winter, one elevator serves 40 floors, and the management company exists on paper. Tbilisi's stock is more diverse: from century-old Sololaki houses to fresh Didi Dighomi complexes.
Verdict
Family, office job, kids, maximum housing choice: Tbilisi. Remote work, the sea, a slower pace and tolerance for rainy winters: Batumi. The budget option everyone forgets: Kutaisi, where rent is half the price and low-cost airlines fly all over Europe.
